The Proposal Manager will be an integral part of the Business Development Department. The goal of the Department is to identify geographic markets and relevant projects, and pursue opportunities in line with OHL North America’s core competencies to enable us to grow and expand.

To help achieve this goal, the Department:

  • Researches and identifies key opportunities for growth across the U.S. and Canada.
  • Identifies and establishes relationships with construction joint venture partners and design firms to pursue projects.
  • Establishes relationships with owners to introduce/update them about OHL North America.
  • Prequalifies the company with agencies to enable us to bid work.
  • Prepares and submits project-specific prequalification’s and proposals in order to be short-listed and/or be awarded projects.
  • Implements branding, messaging and marketing strategies.


The PM duties and responsibilities include the coordination, preparation and production of proposal responses (SOQ, RFI, LOI, RFP etc.) and the coordination and preparation of agency prequalification documents.

The proposal response preparation responsibilities include selection, introduction and implementation of all necessary proposal procedures and processes as well communicational strategies and branding approach. Major key aspects pertaining proposal development includes the following:

  • Proposal Schedule – Based on client requirement and deadlines, the PM is responsible for developing the proposal scheduled deciding and indicating internal milestones, including coordination meetings, review meetings and production timelines.
  • Resource Management – The PM is responsible for determine required resources to deliver the proposal including dedicated and supporting staff as well as required outsourced resource such as sub-consultants and vendors. He/she will direct the team in all proposal development and production activities
  • Proposal Strategy – Using Project information and scope combined with OHL corporate values and BMP, the PM is responsible for defining and implementing the overall proposal strategy to ensure a compelling and competitive document is submitted to the Project owner. He/she will lead the proposal branding, marketing strategy, communication strategy and competition analysis with the support of the proposal team as well as any sub consultant under his/her supervision.
  • Proposal Outline – The PM directs the creation and review of a proposal outline that will be used as a key document design and control medium
  • Coaching – The PM will coach the proposal team members and subject matter experts in persuasive writing and proposal best practice
  • Proposal Editing and Quality Control – The PM is responsible for directing writing/editing/rewriting eff orts, as needed.
  • Proposal Production – The Pm will lead proposal production, managing internal and external resources, indicating what tasks will be performed internally or outsourced, and how the available resources will be allocated.

The preparation of agency prequalification documents for submission to owners (generally State DOTs) consists of analyzing requirements and coordinating with other corporate departments to compile all the information to be included in the final prequalification submittal. This task is fundamental since   ensures that the company has continued ability to bid projects with several major clients in different regions of the country. The agency prequalifications are typically renewed on an annual basis. 

The Proposal Manager will report to the Director of Proposal Management.

  • Ability to multi-task several competing deadlines
  • Strong management and communication skills to ensure team members are aligned and up-to-date at every stage of proposal development
  • Proficient in Microsoft Office Suites (Outlook, Word, PowerPoint, Visio, Excel, etc.)
  • Proficient in Adobe Creative Suite, in particular proficiency in InDesign, is highly desirable
